The Higher Education Emergency Relief Fund III (HEERF III) is an authorized by the American rescue plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), and the Coronavirus Aid, Recovery, And Economic Security (CARES) Act.
America Evangelical University has received our third round of HEERF III money, authorized by the American Rescue Plan (ARP). AEU has received $140,907 in HEERF III funds, at least $70,454 of which is to provide direct financial support to students.
Who qualifies to receive a HEERF III Grant?
The Department has removed some of the limitations regarding student eligibility criteria. All America Evangelical University undergraduate, graduate, and doctoral enrolled during the period of the national emergency may be eligible, including DACA and international students.
Students must have been enrolled in at least one credit hour during the semester of the emergency grant distribution. Institutions must prioritize student with exceptional need.
HEERF III Student Grants can be used by a student for any of the following
· HEERF III Student Aid Grant may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.
Institutions are required to prioritize grants to students with exceptional financial need, such as those who receive Pell Grants or undergraduates receiving other need-based aid.
Procedures
· Submit a HEERF III Student Aid Grant Application & Disbursement Consent Form
· AEU will not require the student to submit receipts or other expense documentation, but students are encouraged to retain documentation.
Disbursing HEERF III Student Aid Grant
· Funds from your grant will be refunded directly to you.

What is a HEERF II Grant?
On December 27, 2020, the President was authorized the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) (P.L. 116-260). In January 2021, the U.S. Department of Education announced additional funding available to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
Who qualifies to receive a HEERF II Grant?
Unlike the CARES Act, the HEERF II (CRRSAA) requires that institutions prioritize students with exceptional need, such as students who receive Pell Grants and exclusively enrolled in distance education. However, students do not need to be only Pell recipients or students who are eligible for Pell grants.
· Students with active enrollment for Spring 2021
· Students who are considered U.S. citizen or eligible non-citizen
· Students who are considered degree seeking
· Experiencing unexpected financial hardship from COVID-19
· Students enrolled in an exclusively online program are eligible
The following students are excluded from receiving a HEERF Grant:
· DACA, undocumented and international students
HEERF II Student Aid Grant Eligible Expenses & Process
· Under CRRSAA, HEERF II Student Aid Grant may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.
Procedures
· Submit a HEERF II Student Aid Grant Application & a Disbursement Consent Form (Completion of an Application does not guarantee that the Eligible student will receive a HEERF II Student Aid Grant).
· AEU will not require the student to submit receipts or other expense documentation, but students are encouraged to retain documentation.
Disbursing HEERF II Student Aid Grant
· AEU will notify students via email
· As part of this notification, students to instruct AEU to apply outstanding balance owed by the student. This payment to the outstanding balance results in a credit balance, the credit will be refunded to the student’s mailing address via check indicated in consent form.
Resources
AEU received and will distribute at the minimum $16,772 in emergency grants for eligible students who are experiencing financial hardship due to COVID-19 pandemic.
Additional Institutional funding will be added to the student emergency grant fund if needed to ensure all eligible students are able to receive emergency funds. These are one-time grants from the federal government and do not require any repayment. The HEERF II (CRRSAA) emergency grant provides temporary, short-term, emergency financial assistance to eligible students who are experiencing an unforeseen hardship that could adversely affect their educational success. The main criteria for a grant are the demonstration of a genuine need and that capacity for continued study may be in jeopardy due to financial hardship

Coronavirus Response and Relief Supplemental Appropriations Act, 2021
The Higher Education Emergency Relief Fund II (HEERF II), authorized by the Corona Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) was signed into law on December 27, 2020 authorized financial support for education.
1) Under CRRSAA, HEERF II section 314 (a) (1), AEU has received $16,794 for Emergency Financial Aid Grants to Students.
2) 100% of the total amount of Emergency Financial Aid Grants distributed to students under CRRSAA, HEERF II section 314 (a) (1).
3) Institution distributed to students in cash either a paper checks or applied as a payment towards students’ outstanding account balances according to disbursement form signed by students.
4) The total number of students who have received an Emergency Financial Aid Grant to students under CRRSAA, HEERF II section 314 (a) (1) is 10.
5) Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
- Students are required to read the policy under CRRSAA, HEERF II.
- These grants can be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or child care.
- Institution will not require the student to submit receipts or other expense documentation, but students are encouraged to retain documentation.
- Eligible students are required to submit the ‘Disbursement Consent Form’ along with ‘Student Aid Grant Application’.
On March 13, 2020, the President of the United States declared that a national emergency concerning the COVID-19 outbreak began on March 1, 2020. On March 27, 2020, the President signed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).
On April 9, 2020, Secretary DeVos announced funding to provide direct emergency cash grants to college students whose lives and educations have been disrupted by the coronavirus outbreak. The Department of Education has released institutional funds from the Higher Education Emergency Relief Fund (HEERF) created in the CARES Act.
In response to the CARES Act, America Evangelical University have signed and returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. AEU is qualified to receive up to 500,000 USD under the CARES Act and have received $33,500($16,750 is available for students) as of Aug 11 2020.
As of Aug 11 2020 we did not distribute the fund to students, but we are in a process of distributing $16,750 of the amount in Section 18004(a)(1) of the CARES Act to students. We estimate about 20 students to be qualified for this funds.
When further funds are available, we will distribute our funds to qualified students.
Qualified students can apply for the grants in following manner.

Student Portion Reporting
The CARES Act Higher Education Emergency Relief Fund (HEERF) provides funding to institutions for emergency financial aid grants to students whose lives have been disrupted by the coronavirus pandemic. With regard to the CARES Act Section 18004(a) (1), America Evangelical University (AEU: OPE ID 04227100) acknowledges and assures that:
1. A signed Certification and Agreement was returned to the Department of Education
on 07/23/2020 via RGM G5. We assure that AEU has used, and intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
2. The total amount of funds that the institution has received from the Department, pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students, is: $16,750.
3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act is: $16,750.
4. The estimated total number of students at the institution, eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act, is: 20
5. The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act to date is: 10
6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the
CARES Act:
Using the guidance from the U.S. Department of Education, America Evangelical University has implemented a procedure for disbursement of these funds. The academic dean and the CFO of America Evangelical University have posted an application through the AEU website. The qualified students applied for the HEERF grant and the final determination was made by the CFO and the President based on the students’ specific needs. Students who are enrolled in 3 or more units, who are eligible for Title IV, are awarded the Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act. Funds will be received via paper checks.
7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. Students were informed that CARES Act Student Aid funding had been allocated as direct aid to them for their education-related costs such as course materials, technology, food, housing, healthcare, childcare, and other similar expenses.
